Is that a new debian mirror ?
If yes, you can submit it at http://debian.org/mirrors/submit (you're advised to read http://debian.org/mirrors/ftpmirror before :-)

No, It's not a new mirror. The really new is that the debian.cat domain has been recovered. It was in other hands one year, and it seems they forgot to renew it!.
